 Mission Statement 


 

The Hoboken Office of Emergency Management (OEM) is dedicated to providing a comprehensive Emergency Management System which coordinates people and resources to protect the lives, property and environment of the City of Hoboken using an “all-hazard” approach through mitigation, preparedness, response and recovery from emergencies and disasters.








 


 The Emergency Operations Plan



The City of Hoboken; its citizens and businesses are exposed to many hazards, which have the potential for disrupting the community, causing damage and creating casualties. Due to our geographical location, major transportation hubs and our close proximity to major arteries to and from New York City, the hazards may be natural or manmade. They include hurricanes, floods and severe storms as well as hazardous material accidents that may occur with the transportation of chemicals on roadways and through major tunnels on our perimeter.



The Office of Emergency Management assists in providing, training, exercises and educational programs and activities designed to provide the ability to prepare for, cope with, and recover from the effects of local emergencies or disasters. This is achieved through information and resource exchange and working in partnership with the public and private sectors, as well as all levels of government.

 Four phases of Emergency Management


In order to address these potential threats, as well as the
threat of terrorism and other possible regional disasters, the Office of Emergency Management has overseen the development of the City's emergency management plan.
The plan is based on four phases of Emergency Management
which are:


Preparedness
Those activities which governments, organizations and individuals develop to save lives and minimize damage.

Response
Those actions to minimize loss of life and property damage and provide emergency assistance.

Recovery
Those short and long-term activities which restore city operations and help return the community to a normal state.

Mitigation
Those activities which eliminate or reduce the probability of disaster.
